This report shares experiences from Medicaid stakeholders in Texas on using community resource and referral platforms to identify and address non-medical drivers of health.
Evidence from existing Medicaid programs across the country show that projects outside the doctor’s office that address non-medical drivers of health result in improved health outcomes for Medicaid enrollees and increased financial savings. Those are key findings from a new report from the Episcopal Health Foundation and the Center for Health Care Strategies that outlines how similar non-medical programs could be supported by Medicaid in Texas.
This report outlines the survey findings in the following domains: MCO NMDOH screening and referral practices, data sharing, APM infrastructure, and current investments.

This report was undertaken to focus on the nutrition and food insecurity interventions from the perspective of the Medicaid MCOs operating in Texas. The goal is to improve health outcomes by increasing access to nutritious foods through partnerships between Medicaid MCOs and food banks.
