In this NMDOH Learning Collaborative webinar, Camden Coalition’s Purva Rawal, Mark Humowiecki, and Jim Hickman and United Way’s Dorothy Light examine how Texas CBOs can contract with Medicaid MCOs to deliver services. This conversation builds off two recent laws that create a path for nonprofits to be reimbursed for services they have historically delivered using grant funding: HB 1575 (88th Texas Legislature, 2023) and HB 26 (89th Texas Legislature, 2025). Speakers discussed contracting mechanics and how to build operational capacity to approach contracting, and showed how enrollment and credentialing work in practice with a case study of a community pilot program that worked through Medicaid enrollment and health plan credentialing to deliver community health worker services and NMDOH screenings.
